Thus the Vargas regime that dominated Brazil from 1930 to 1949 saw a considerable industrialization effort, particularly in relation to the iron and steel industries. However, as Cardoso and Faletto note, the ‘strengthening of the industrial sector oriented towards the domestic market was more an ad hoc response to market conditions than an attempt to change the economic bases of the system of power’ (1979: 92).
