One tool slices and scrapes weeds, chops hard ground, makes furrows, and can push soil back into those furrows after seeds have been sown. In the spring the overwintered weeds are large, there are grass clumps to handle, and the paths have been compacted by winter rains. So in this season I mostly use a common garden hoe. But once there are new crops growing and the paths are clean, I prefer to weed with a very sharp, double-edged, thin-bladed hoe that slices off small weeds equally well pushing or pulling.
