A few years ago he might have said that these test-results, together with the logical relations in which T' stands to T, at least permit us to conjecture that T' has more verisimilitude than T. But some recent results of Miller [1974] and Tichy [1974] show that such an appraisal is impermissible in the case of two false theories, which is presumably what we have here.
