All of this has come at a time of inadequate government support, putting heavy demands on families and allowing inequalities of birth to shape destinies to a far greater extent than in the past. In the long run this is not tenable, for families, for our economy, or for our social cohesion and stability.

Its costs have grown more slowly than private health plans over the last 30 years. Medicaid payments are also well below private levels, and it negotiates very low prices on prescription drugs. Social Security, Medicare, and Medicaid have helped millions of American families live their lives with some degree of effective freedom. T o argue, as some do today, that government can only be an obstacle to freedom, growth, and well-being is ideology, not fact. If government—particularly at the federal level—has failed to adequately respond in scale or scope to the dramatic changes experienced by American families and the economy in the past three decades, the reason is not some inherent failure in government itself.

Government is more effective at dealing with the basic social risks that capitalism invariably produces than the market is. Social Security is the best example. Arguments to the contrary are based on ideology, not fact. Yet it is incumbent upon government to run its programs properly, and on a cost-effective basis. Since the 1960s, opposition to big government—at least rhetorically—has moved increasingly to the center of American politics. Building on the campaign of Barry Goldwater in 1964, what was once a rather extreme position within the Republican Party has now become more commonplace.
